GENERAL JOB OBJECTIVE:

The Common Management Unit is a government organization, managing The Global Fund grants to implement AIDS, TB & Malaria care projects all over the country through public and private sector organizations. The Program Manager (TB) is responsible for implementation of the Global Fund TB grant activities as per the approved work plan detailed in budgeted work plan and performance framework. The incumbent will supervise all project activities,  ensuring the accuracy and integrity of all processes and timely reporting. The Program Manager will support and facilitate the development of monthly & quarterly plans, quarterly reviews of SRs.

KEY JOB RESPONSIBILITIES:

  • The program Manager works reports to the National Coordinator and works closely with DOMC technical, financial and procurement team.
    Programe Manager is responsible for mangment of the  global fund grant , tracking of  grant implementation and evaluation of the Global Fund grant activities. He  actively partcipate and effectively coordinate grant application, grant making and  reprograming processes.
    The Program Manager Ensures implementation of programme strategies with focus on achievement
    Management of the grants implementation unit to achieve the performance indicators agreed with the donor and in line with the approved Budgets and Work Plans;
  • Planning activities, organising meetings with staff, following-up on critical issues, prioritizing of strategic issues and working towards progress on institutionalization of activities;
  • Working closely with all stake holders on  the issues of planning, linking programmatic and operational processes and ensuring reaching of planned deliverables;
  • *Preparation and submission for consideration of the Country Coordinating Mechanism (CCM) of necessary changes and amendments, arising in the course of grants implementation in order to achieve grants results in accordance with the Project Documents and Annual Work Plans;
    Participation in recruitment processes of grant personnel and consultants (development of Terms of Reference, participation in short listing of candidates/desk review, acting as a member of the Interview Panel when appointed), providing regular guidance and advice to the grant staff, assessment and evaluation of their performance; provision of on-going feedback to personnel;
    Financial and substantive monitoring and evaluation of the grants, identification of operational and financial problems, development of solutions;
    Timely preparation and submission of progress reports and financial reports to CCM and GFATM;
    Liaising with relevant national and international stakeholders
    Coordinate with stakeholders in developing Malaria Control policies and strategies that could steer a coordinated response to the epidemic in the country.
  • Represent the Directorate of Malaria at appropriate forums for technical inputs
    Provide technical assistance and facilitating the project staff in designing and implementation of operation activities as per action plans.
    Provide or delegate appropriately to members of the program technical team, technical support to all relevant levels of government to strengthen malaria control with particular focus on provincial to facility and community level malaria control services delivery.
    Identifies capacity needs/gaps of sub-recipients and develops capacity development strategy:
    Development and building-up of strategic partnership  key stakeholders;
    Development of the capacity of the key national authorities, SR  and implementation staff .

Elligibility:

  • Qualification MBBS , MPH
    Max Age 50 yrs
    Experience Minimum 10 Years working experience in Public Health Programs with 5 years managerial experience in donor funded project with experience of managing team of people
    “MBBS with Masters in Public Health from recognized university. Advanced University Degree and/or additional trainings and courses received in management will be preffered;
    Max Age 50 Years.
    Minimum 10 Years working experience in Public Health Programs with 5 years managerial experience in donor funded project with experience of managing team of people.Experience of working with various stakeholders including non-governmental organisations specially in TB, HIV/AIDS, Malaria or other infectious diseases is an asset and be prefered .  Evidence of working experience in projects is required.
    Effective communication and interpersonal skills to collaborate with diverse stakeholders. Strong organizational and project management abilities with analytical, problem-solving skills is required. Excellent command in English language, grant proposal and report writing with good communication and presentation skills.
