 District Manager The position reports directly to the Project Manager Birth Registration Project.

The Core responsibility of the District Manager is to:

  • Ensure effective planning, management and implementation of activities including monitoring and funds management.
  • Coordination with stakeholders to promote birth registration, especially for under 5 children.
  • Manage Human Resource at district level
  • Achieve and maximize the given targets assigned by the management and ensure timely and accurate data collection and entry.
  • Support in implementation of social mobilization activities.

Ensure effective planning, management and implementation of activities including monitoring and funds management.

  • Plan and implement project activities for the district.
  • Implement agreed project activities as per work plan and field monitoring plans.
  • Develop strategy for sorting out the problems in user IDs and other technical issues likely to arise at district level and to intimate the action required to be taken by the concerned quarters at district and IT officer at provincial level.
  • Organize camps and celebrate important days in the field.
  • Monitor and provide support to the social welfare department/ organizations responsible for community mobilization and communication activities to promote birth registration.
  • Facilitate regular capacity building sessions for district team, facilitators and UC secretaries.
  • To monitor the performance of facilitators and identify the areas for improvement for their working to achieve the goals and objectives of the project.
  • Ensure effective and efficient utilization of UNICEF Funds transfer to district administration; maintain financial record, reports and timely settlements of accounts to Local Government Department (In line with UNICEF Policy and procedures).
  • To provide logistical support for all programme activities, including, but not limited to transport, travel, office premises and events management
  • The District Manager shall coordinate the visits of various missions, foreign delegates and donors as and when required.
  • Responsible to receive the supplies from UNICEF and maintain proper inventory of supplies received.
  • Prepare advance budget requests and prepare utilization reports.
  • Maintain accounts accurately and timely as per financial policy.
  • Prepare monthly and weekly work plan and monthly/ weekly report
  • Comply with data integrity and security policies.

Coordination with stakeholders:

  • Manage and coordinate activities at the district level for the implementation of Birth Registration Project in Karachi.
  • Coordinate with all the stakeholders of the project Local Government & HTP Department and other relevant line departments like Social Welfare Department, Health Department, Education Department, District Administration, UNICEF, Telenor and locally based non-governmental organizations for implementation of the defined project activities.
  • Organize regular meetings and coordinate with birth registration facilitators and UC secretaries for timely achievement of birth registration targets in the District.
  • Arrange meetings with district administration and elected representatives for smooth function of the project.
  • Facilitate in organizing the District Steering Committee Meetings and draft minutes, follow up on actions / decisions taken in DSC meetings from line departments/implementing partners and report on the status of implementation.

Human Resource Management:

  • Provide coaching and supervision for the district project team.
  • Review workplans and of the district team and guide them to implement field activities.
  • Provide timely and effective feedback and guidance to manage conflicts
  • Review their progress reports

 

Achieve and maximize the given targets assigned by the management.

  • Monitor the birth registration targets on daily and weekly basis.
  • Share daily report of birth registration application submitted
  • Design and implement innovative activities to motivate the facilitators.
  • Together with the birth registration team and facilitators ensure that the targets of birth registration are achieved and communicate the same in consultation with Local Government Department Sindh and UNICEF.
  • Conduct regular field monitoring visits and visits to UC Secretary Offices and identify any barriers and bottlenecks in implementation of Birth Registration Project and take timely action to overcome the barrier.
  • Support facilitations in preparing and developing field plans for birth registration.
  • Follow up with UC Secretaries for accepting and registering the submitted applications.
  • Provide support to facilitators in the field as and when required.
  • Assign weekly targets to facilitators and assess their performance for number of birth registration forms filled and submitted and prepare weekly report.
  • Ensure timely and accurate data collection and entry.
  • Any other task assigned by the supervisor.
Requirement
  • Master Degree in social science required
  • At least five years relevant work experience, preferably with international organization/s is a required.
  • at least 3 years of experience working with NGOs and Government in Sindh
  • Good management, communication and reporting skills are required
  • Excellent coordination skills required.
  • Able to plan own work over short timescales for routine or familiar tasks and processes.
  • Strong analytical, writing and communication skills;
  • Problem solving and dispute handling skills;
  • Ability to work with a multidisciplinary and multicultural team;
