 District Coordinator CRVS The objective of this position is to improve Civil Registration and Vital Statistics (CRVS) in Sindh.The Core responsibilities are to:

  • Provide technical support for the promotion of CRVS in Sindh
  • Ensure effective planning, management and implementation of activities including monitoring and funds management.
  • Coordination with stakeholders to promote registration of birth, death, marriage, divorce and adoption
  • Achieve and maximize the given targets assigned by the management and ensure timely and accurate data collection and entry.
  • Support in implementation of social mobilization activities.

Provide technical support for the promotion of CRVS systems in Sindh

  • Provide technical support to Local Government for:
  1. Improving birth registration services.
  2. Improving death registration services.
  • Improving Marriage and divorce registration services.
  1. Expanding the coverage of Birth and Death Registration Systems;
  2. Coordinating national, and provincial CRVS efforts and project management.
  • Advocate for inclusion of digital birth registration in digitizing the CRVS system specially birth registration.
  • Coordinate activities of parliamentary caucus on CRVS and academia
  • Provide support in conducting surveys on CRVS and data collection tools.
  • Participate in provincial and national meetings for CRVS strategy with clear modalities for embedding provincial birth registration data into national CRVS system.

Ensure effective planning, management and implementation of activities including monitoring and funds management.

  • Plan and implement project activities for the CRVS sister district.
  • Implement agreed project activities as per work plan and field monitoring plans.
  • Organize camps and celebrate important days in the field related to CRVS
  • Provide support to the social welfare department/ organizations responsible for community mobilization and communication activities for demand generation on CRVS
  • Facilitate regular capacity building sessions.
  • Ensure effective and efficient utilization of UNICEF Funds transfer to district administration; maintain financial record, reports and timely settlements of accounts to Local Government Department (In line with UNICEF Policy and procedures).
  • To provide logistical support for all programme activities, including, but not limited to transport, travel, office premises and events management
  • Coordinate the visits of various missions, foreign delegates and donors as and when required.
  • Responsible to receive the supplies from UNICEF and maintain proper inventory of supplies received.
  • Prepare advance budget requests and prepare utilization reports.
  • Maintain accounts accurately and timely as per financial policy.
  • Prepare monthly and weekly work plan and monthly/ weekly report
  • Comply with data integrity and security policies.

Coordination with stakeholders:

  • Manage and coordinate activities at the district level for the implementation of Project.
  • Coordinate with all the stakeholders of the project Local Government & HTP Department and other relevant line departments for implementation of the defined project activities.
  • Facilitate in organizing the CRVS Steering Committee Meetings and draft minutes, follow up on actions / decisions taken in meetings from line departments/implementing partners and report on the status of implementation.
  • Coordinate with UC secretaries for CRVS data and registration.

Achieve and maximize the given targets assigned by the management.

  • Monitor the project targets on daily and weekly basis.
  • Share daily report of birth registration application submitted
  • Design and implement innovative activities for achieving project targets.
  • Together with the project team report that the targets of birth registration are achieved and communicate the same in consultation with Local Government Department Sindh and UNICEF.
  • Conduct regular field monitoring visits and visits to UC Secretary Offices and identify any barriers and bottlenecks in implementation of CRVS system and take timely action to overcome the barrier.
  • Follow up with UC Secretaries for accepting and registering the submitted applications.
  • Provide support to UC Secretaries, local government, CRVS focal person as and when required.
  • Ensure timely and accurate data collection and entry.
  • Any other task assigned by the supervisor.
  • Master Degree in social science required
  • At least five years relevant work experience, preferably with international organization/s is a required.
  • at least 3 years of experience working with NGOs and Government in Sindh
  • Good management, communication and reporting skills are required
  • Excellent coordination skills required.
  • Able to plan own work over short timescales for routine or familiar tasks and processes.
  • Strong analytical, writing and communication skills;
  • Problem solving and dispute handling skills;
  • Ability to work with a multidisciplinary and multicultural team;
