 Assistant District Manager The Assistant District Manager shall be based at District office for Birth Registration Project and directly reports to District Manager.

The Assistant District Manager is appointed with the following terms of references (ToRs):

  1. To manage and coordinate activities at the district level for the implementation of Birth Registration Project.
  2. To coordinate with all the stakeholders of the project Local Government & HTP Department and other relevant line departments like Social Welfare Department, Health Department, Education Department, District Administration, UNICEF, Telenor and locally based non-governmental organizations for implementation of the defined project activities.
  3. Together with the DBR team and District Facilitators ensure that the targets of birth registration are achieved and communicate the same in consultation with Local Government Department Sindh and UNICEF.
  4. Coordinate with birth registration facilitators and UC secretaries for timely achievement of birth registration targets in the District.
  5. Assist in arranging meetings with district administration for smooth function of the project.
  6. Facilitate in organizing the District Steering Committee Meetings and draft minutes, follow up on actions / decisions taken in DSC meetings from line departments/implementing partners and report on the status of implementation.
  7. Conduct weekly visit to Taluka and meet with taluka level government officials.
  8. Follow up with facilitators on their weekly targets to facilitators and assess their performance for number of birth registration forms filled and submitted and prepare weekly report.
  9. Conduct training of facilitators on Digital Birth Registration application (DBR APK) and Hybrid Model.
  10. Support facilitations in preparing and developing field plans for birth registration.
  11. Monitor the performance of facilitators and identify the areas for improvement for their working to achieve the goals and objectives of the project.
  12. Follow up with UC Secretaries for accepting submitted applications and report any issue in the process.
  13. Assist in conducting social mobilization activities with the support of  social welfare department / consultants for community mobilization and communication activities to promote birth registration.
  14. Conduct regular field monitoring visits and visits to UC Secretary Offices and identify any barriers and bottlenecks in implementation of Birth Registration Project and report to the management for timely action to overcome the barrier.
  15. Ensure effective and efficient utilization of UNICEF Funds transfer to district administration; maintain financial record, reports and timely settlements of accounts to Local Government Department (In line with UNICEF Policy and procedures).
  16. To provide logistical support for all programme activities, including, but not limited to transport, travel, office premises and events management
  17. The Assistant District Manager shall coordinate the visits of various missions, foreign delegates and donors as and when required.
  18. Prepare monthly and weekly work plan and monthly/ weekly reports.
  19. Attend meeting with district administration and present the project effectively at all levels.
  20. Comply with data integrity and security policies
  21. Any other task assigned by the supervisor.
  • At least Bachelor’s degree in social science, IT or any other relevant field with at least  4 relevant work experience, preferably with international organisation/s.
  • 3 years of experience working with NGOs and Government in Sindh
  • Good management, communication and reporting skills are required
  • Ability to analyses data
